It is being used to pick winners for both single supplier and multi-sourcing deals and has been aided by a wave of consolidation that has swept through the computer and communications sector over the past decade. The Commonwealth Bank is known to be moving from large-scale tenders and favouring discretely selected clients. Rio Tinto has appointed a suppliers panel for its $200 million information systems upgrade that includes Accenture, SAP, IBM and Infosys. The Commonwealth Bank’s examination of alternative procurement methods is partly driven by the US experience of recently-appointed chief information officer Michael Harte. His former employer PNC Financial Services used what was known as a vendor management organisation to pre-qualify a number of suppliers to provide software products and support. The US Federal Reserve has adopted the model and while Harte declined to comment for this article, he is on record saying he would consider introducing the practice at the CBA… Private sector organisations have also inflicted pain on both themselves and product and services providers through complicated, indecisive or poorly managed tenders. In one notable example the Commonwealth Bank initiated and aborted several tenders for customer relationship management software earlier this decade. The first of four development wells was drilled during January using the GlobalSantaFe Adriatic IX jack-up rig, which was available on a short contract. In April, the Adriatic VI arrived to complete the development drilling programme, the last well (EOV-7) of which is currently being drilled. The field development plan calls for production to an unmanned platform tied back to a Floating Production, Storage and Offloading Vessel (FPSO). In order to meet our goals for the fast-track plan, facilities fabrication has progressed in parallel with the drilling program. The platform is 80% complete with installation now planned for the 1st Quarter of 2007 and production to commence shortly thereafter. To progress the EOV development, FirstAfrica has carried out two fund-raising exercises. In the first, US$25… 3 million (after fees). The capital expenditure programme for the EOV project totals US$90 million and further funding for the project will be required before oil production comes on stream at the end Q1 2007.
